KELLY & CLOSE ENGINEERS has over 30 years experience in Municipal and Consulting Engineering in the Delaware Valley Region.  Founded in 1979 by James C. Kelly, P.E., P.L.S., through the years our Company has built a solid reputation as experts in both the municipal and consulting facets of land development.  In 2006, Kelly Engineers transitioned to Kelly & Close Engineers under the leadership of Jim’s son James P. (J.P.) Kelly, P.E. and Maurice P. (P.J.) Close, P.E. We are privileged to have Jim Kelly as our President Emeritus, whose extensive background and experience in Civil Engineering continues to be an asset and resource for both our Private and Municipal Clients.

    Kelly & Close Engineers is organized in specialized Team structures to better serve our individual Private and Municipal Clients. However, it is our combined experience on both the Private and Municipal sides that provides us with a balanced and comprehensive approach to problem solving.  We not only are experts at reviewing Municipal Ordinances, we are experts at designing plans to those same Ordinances. The bottom line is that our Clients receive top notch consulting, based on a balanced background of experience.

    We will address most of your needs directly with in-house staff. For certain functions, we have developed affiliate relationships with specialty firms (such as surveying, geotechnical engineering, landscape architecture, traffic engineering and wetland consultants.) Through the use of affiliate relationships, who work directly under our supervision, we can offer very reasonable rates with minimized overhead. This allows us to provide small company service, with large company capabilities.

    The foundation of our Company is our highly qualified and trained staff.  Each staff member from Technicians to Project Managers is skilled in all facets of Municipal and Private Projects. We have developed an office management system to effectively coordinate internal communication, scheduling and quality control.  The result is that our Clients projects are done accurately, quickly and cost effectively. We also keep our edge by investing in the latest generation of engineering software and hardware.  All of our design staff are equipped and trained in AutoCAD and other design software.

J.P. joined K & C in 1992. His duties include overseeing all municipal projects, including storm-water system design and review, 537 planning, SD/LD review, ordinance review, and Chapter 94 reports. His specialties include contract administration and project management. J.P. received his B.S. in C.E. from Villanova University. J.P. served in the U.S. Submarine Force.
